Israeli forces seize 8 Palestinians in West Bank

Israeli soldiers have arrested and taken as many as eight Palestinians into custody following pre-dawn raids in a number of occupied West Bank towns.

According to the Ma'an news agency, those detained in overnight operations were from the cities of Nablus, Ramallah as well as al-Khalil (Hebron). A large number of Israeli troops cordoned off and ransacked the residents' houses in the areas in pursuit of what they called key documents.

The Israeli army regularly arrests Palestinians during overnight operations in West Bank towns. The detentions are in flagrant violation of a security agreement with the Palestinian Authority.

Tel Aviv claims that those arrested in the raids are 'wanted activists' and have been taken for interrogation.

More than 11,500 Palestinians, including women and children, are currently imprisoned in Israeli detention facilities.

"I harkened the song of a clamorous clashing."

Song of Bliss

Thank God! For the suffering and sorrow has passed,

And the pulsating dirges are silenced at last,
And the life of depression is dead in the past.

Living imprisoned, I held to my Oath;
I confronted the demons whom th’Angels do loath,
Forbidding the wicked their cancerous growth.

And I longed for my fate as I battled and bled,
Remembering maidens of whom I had read;
Yes, craving for virgins who longed to be wed.

I harkened the song of a clamorous clashing;
The swords were adorned with a shimmering flashing.
I dived in the shade of the passionate slashing.

A saber embosomed my jugular vein –
Thank God! For this honor devoid of all pain –
Decreeing my fate – to be hatefully slain!

The infidel’s blade was disgraced and accursed;
His heart was impoverished – in evil submersed –
By shedding my blood, he had quenchéd my thirst.

My blood, before striking the sensible ground,
Was blessed with forgiveness (a sanctified sound),
Two Houris then hugged me and gathered around.

They sung me a sensual, spiritual psalm,
Thus soothing my soul, then caressing my palm;
Anxiety parted, begetting me calm.

The soul, by their eyes, is forever possessed;
Their hearts I embrace, thus enchanting my breast;
My soul, by their beauty, is loved and caressed.

Their flesh and their spirits – both cuddle me warm;
Yes, their flesh and their souls – what a beautiful form!
With her bosom, my pillow – her warmth through my arm,
Through her soothing seduction, I never sense harm.

What a gift for the flesh that has spewed from my head!
What a mercy delighting this hole filled with lead!
I am blissful and flying; my Lord surely said,
The Martyrs are living; do not think them dead.

Prophet Muhammad Arrival in Madinah… A Wave of Change

Prophet Muhammad Arrival in Madinah… A Wave of Change

Arrival in Madinah… A Wave of Change

Article by:
By Adil Salahi

The arrival of the Prophet (peace be upon him) in Madinah heralded the establishment of the first Islamic state in history.

That the foundations of this state needed continuous consolidation was very clear to the Prophet right from the beginning.

His initial major actions as he took charge in Madinahreflect his keen awareness of that need. He built the mosque, which was a place of worship, a people's assembly, and the palace of government, all in one.

He established a new and strong bond of brotherhood between his followers to consolidate the inner structure of his community. He also signed a treaty with the Jews to ensure peace in Madinah and to free himself to face outside threats, which were only to be expected.

The Quraish could not remain idle while the new state in Madinah acquired increasing strength. The Quraish was bound to conclude that the Islamic state in Madinah was going to challenge for supremacy inArabia.

It was expected that the Quraish might before long try to launch an all-out campaign to eliminate such a challenge before it had a chance to gather strength. A show of force by the Muslims in Madinah was therefore important, in order to make the Quraish think twice before embarking on any such hazardous course of action.

One may note here that up to the last few months of the Prophet's active work for Islam in Makkah, Muslims were commanded by God not to resort to arms in any confrontation with non-believers.

Several reasons may be advanced for such a policy. Firstly, the Makkan period was one of education of a certain people in a new tradition. The Muslim Arabs had to be trained not to retaliate for personal injury, but to look beyond their own persons and interests and to think first of their new community.

Secondly, the use of force in the Makkan period might have led to increased stubbornness on the part of the Quraish and, consequently, to a never-ending series of killing for vengeance. The blame for such an event would undoubtedly have been laid at the door of Islam.

Thirdly, the use of force might have led to numerous little family wars, as the believers still lived with their own families and clans. Since the Muslims were still small in number, they might have been totally exterminated.

Fourthly, the Muslims would have lost all the support of their clans. We have seen how the support of the Hashemites guaranteed for the Prophet all the protection he needed to continue his efforts in fulfillment of his mission.

As the Makkan period drew to an end, permission to fight the non-believers was given to the Prophet and his followers. This came in a Quranic verse which was revealed shortly before the Ansar made their second covenant with the Prophet.

No fighting, however, took place before the Prophet's emigration. There was every indication that it would come soon. Hence preparations for such an eventuality were called for.

The Muhajirun (Muslims who emigrated to Madinah) and the Ansar (Muslims who received the emigrants in Madinah) were good fighters. Almost every one of them had fought with his tribe. As already related, the two tribes to whom the Ansar belonged were involved in a fierce battle shortly before they came to know about Islam.

But all this experience was not quite enough for the Prophet's purposes. The Muslim

community would never fight a tribal war. A new army had to be built on a basis totally different from anything known in Arabia: the basis of faith.

Thus, the purpose of war would be different. The soldiers' attitude to death in battle would be based on the Islamic view that a martyr is certain to be admitted to heaven. His attitude to his fellow soldiers would also be completely different.

The Prophet wasted no time in building such an army. The Prophet had moved without a moment's delay to consolidate the foundations of his new state. Internally, the fabric of the social structure of the new society was of the highest quality.

Relations with other communities in Madinah were put on a sound basis. A well-trained army, which was soon to prove its caliber, was built up. The establishment of the new state was indeed a great achievement which crowned the Prophet’s hard work over the past 14 years.

Since Madinah was not an isolated city, its relations with its neighbors were highly important. All around Madinah there were Bedouin tribes which did not have much of an idea about Islam.

Independent though these tribes were, their natural sympathies were with the Quraish. Like the Quraish, they were pagans for whom religious values did not count for much. More importantly, the Quraish was still the recognized superpower in Arabia. Something had to be done to persuade those Arab tribes that things had changed.

Moreover, the Prophet's mission was universal. That is, he was commanded by God to make his message known to all mankind and to call upon them to believe in it. At no time did the Prophet envisage the establishment of the new state as his final objective.

It was simply the base from which he would move to explain his message to the rest of Arabia, and thence to the world at large. To achieve both objectives, the Prophet started to send out armed groups of his companions in what historians have called "saraya", which may be roughly translated as "expeditions".

Practically speaking, these were maneuvers through which the Muslims learnt a great deal about their enemies: their capabilities, their strong influence on other tribes and the depth of their feelings against the new state.

At the same time, these maneuvers enhanced the Muslims' fighting ability and enriched their knowledge of the surrounding area. The first expedition set out barely six months after the Prophet’s arrival in Madinah.

Thirty men from the Muhajirin, commanded by Hamzah, the Prophet's uncle, went towards the coast to stop a Quraish trading caravan. The leader of the caravan was none other than Abu Jahl, who had 300 men with him. No clash took place, as a tribal chief called Majdi ibn Amr of Juhaynah intervened to prevent it.

This expedition took place in Ramadan of the first year of the Islamic calendar. The following lunar month (Shawwal), the Prophet's companion, Ubaydah ibn Al-Harith, commanded a 60-man-strong expedition with the Prophet's instructions to go deep into the district of Rabigh, which was closer to Makkah than Madinah.

There, at a spring called Ahya', they met Abu Sufyan leading a Quraish force of 200 men. The two sides shot their arrows at each other but no direct fighting took place.

A few weeks later in Dhul-Qidah, Saad ibn Abu Waqqas was the commander of a 20-man-strong expedition which went on foot, travelling by night and hiding during the day. On the fifth day they arrived at a place called Al-Kharrar which was, according to their instructions, the furthest point they could reach. Having learnt that the Quraish caravan they were supposed to intercept had been a whole day ahead of them, they had to go back.

Nearly three months later, in Safar of the following year, the Prophet himself led a group of his companions and set out until he reached a place called Waddan. There he concluded a peace agreement with a tribe called Damrah. He met no enemy and went back. Having rested in Madinah for a short while, he set out again, leaving Abu Salamah to deputize for him in Madinah.

He went as far as al-Ashirah, close to Yanbu, where he stayed for a few days and made another peace agreement with the allied tribes of Mudlij and Damrah. He then went back to Madinah. Shortly afterwards, Kurz ibn Jabir of the Fihr tribe raided the grazing grounds on the outskirts of Madinah.

The Prophet himself chased him with a group of his companions up to the valley of Safwan, close to Badr. Kurz escaped. Historians call this chase the first Badr expedition.

As time passed, expeditions increased in frequency and significance.

A New Year: Reality and Aspirations

A New Year: Reality and Aspirations

Our good deeds, our sins, and the thoughts that passed through our minds in the passed year are all sealed in our books of deeds for us to read when we meet our Lord.

Article by:
Imam Anwar Al-Awlaki

It is 1430 Hijri. Our good deeds, our sins, and the thoughts that passed through our minds in the passed year are all sealed in our books of deeds for us to read when we meet our Lord. This moment is a chance for us to plan for the next year. To plan to be a better Muslim.

We are living in special, dangerous and trialing times. The youth of the ummah need to rise to the occasion. There is a saying: “The problems of today were caused by our fathers and will be solved by our children.” This saying represents the ultimate level of lack of responsibility. Sadly enough we are reflecting such a mentality in our actions and words. But let us change that. Let us say that the problems of today are because of us and we are the ones who will change them insha Allah.

So here is where our world stands today. Its realities and our aspirations:

Palestine: Gaza is suffering its worst bombardment in recent history. Yes, the Israeli’s may have the upper hand in the conflict today but lets not lose sight of the whole picture. Do you remember that until some years ago the Jews where still talking about a kingdom extending from the Nile to the Euphrates? Where did all of that talk go? Today they are happy to build a wall around themselves in a strip of land so small it could fit in the state of Florida seven times. They want to be left alone. Their foolish imperialistic wishes are gone forever. The resistance of the Palestinian people has brought them down from their dream world back to reality.

There was a time when we were being fed conspiracy theories of the invincible Jew. We were being told that the Jew controls everything through secret orders. The Freemasons were everywhere, in government, in media, in business, everywhere. We were told that the Mossad knew everything. We were told that we are a helpless, weak, and defeated people so we might as well just give it up and submit. We were being told that their technologies are so advanced and we are so backward that we have no chance of resisting. Today Palestine is suffering, but their youth have proven the conspiracy theories wrong. They have showed us that the stone is mightier than the tank. They have shown us that we do not need to be equal to them in technology before we resist them. They have proven to us that if Allah is with you no one can defeat you.

I am not dismissing the theories of Jewish domination altogether because the Jews have been for the last few centuries working their way up. But their centuries of hard, and relentless work; their lobbying for control around the world, their wealth and genius, their advanced weaponry, their secret orders, and their worldwide power will be smashed on the rock of Jihad. Allah says: “Whoever Allah humiliates no one can honor.” The Jews will be humiliated and no one, not the US, not Europe, no one can protect them from the Muslim swords when even the rocks and trees will testify against them. That day is coming.

Iraq: The US has come to the conclusion that they cannot do the job alone and they must seek the assistance of the munafiqeen (hypocrites.) With all of the outside and inside forces combining efforts to fight the carriers of the truth in Iraq our brothers do not need to win in order to be victorious. All what they need to do is hang on. If they succeed in that they are winning. The invader cannot stay there forever. Allah know best but it seems that outside circumstances around the world may ultimately come to their relief.

Somalia: This must be the best news of the year. Al-Shabab are wining on all fronts. Insha Allah we should witness the announcement of the establishment of an Islamic emirate. Ethiopia is tired of fighting a proxy war on behalf of America. They want to be paid for it and apparently they are squabbling over the wages. But that should not imply that the Shabab are now safe. I am sure the Shabab know that they should not be carried away by the momentary victory they are witnessing because the plots of the enemies of Allah are already underway. When the Muslims were proud of their numbers in Hunayn they lost. The sea around Somalia is aleady occupied under the pretext of protection from piracy. This year could witness aerial bombardment with a renewed ground force invasion as a possibility. Al Shabab are now faced with the daunting task of establishing and running a government. However, their special circumstances demand that they focus the majority of their effort not on the establishment of government but on the preparation for the next stage of their guerilla warfare. Allah says: “And prepare against them whatever you are able of power.”

Afghanistan: The mujahideen are winning, NATO are loosing, and Karazai is still wearing that green thing. Obama is all hyped up about bringing an end to terrorism by focusing on Afghanistan. I pray the brothers teach him and his forces some good lessons this year.

Around the world: The separation of believers from hypocrites which precedes any Muslim victory is underway. The phenomenon of “RAND Muslims” is on the rise . But on the other hand, the Muslims who hold firm to tawhid and have their loyalty to Allah, His Messenger and the believers and who announce their disavowal of the disbelievers are also on the rise.

Dawa will carry on, tarbiyyah will carry on ,and Jihad will carry on. And all of these are building stones for the ummah in its next stage. If Allah wants an end he prepares the means to it. Allah wants victory for this ummah and Allah is preparing the means for that. Let us not sit on the sidelines. Lets be part of that victory.

MALDIVES: Sultan park bomb blast convict escapes

Maldives Police Service have begun a search operation for Moosa Inas, convicted of exploding a bomb in Sultan park in 2007, who escaped yesterday after being brought to Male' to see a doctor.

The 23-year old's picture was broadcast from television channels yesterday as a wanted criminal, a police media official said.

Mohamed Asif, assistant superintendent at the department of penitentiary and rehabilitation services (DPRS), said Inas escaped inside the ADK hospital at 11.15am, after consulting the doctor.

“He is a high security criminal,” said Asif. “He planned his escape very well.”

It was the second time that Inas escaped from prison.

On 20 March, Inas escaped from Maafushi jail with four other convicts. He was captured by police and DPRS officers while trying to board a vessel at the lagoon of Male' atoll Vilivaru.

Inas was sentenced to 15 years imprisonment in December 2007 after confessing to his involvement in the Sultan park bombing.

He told police interrogaters that it was his duty to carry out jihad (holy war).

The bomb blast, which took place in Male’ in September 2007, injured 12 tourists.

Asif said a four-member gang helped Inas escape by attacking the two security officers inside the hospital, injuring the leg of one officer.

ADK hospital and the surrounding roads of the hospital have CCTV cameras.

“At first, the group asked to free Moosa Inas, threatening with sharp objects,” he said. “They confronted the security officers when they refused to free him."

Asif added motorbikes were waiting outside the hospital to help Inas escape.

Both police and DPRS said Inas had his hands cuffed behind his back when he escaped.

Missile defense system passes test, U.S. agency says

A dummy missile is launched from a ship during a 2008 test of the Aegis Ballistic Missile Defense Program.

(CNN) -- The United States successfully tested a sea-based component of its missile defense shield Thursday evening, intercepting a ballistic missile with a dummy warhead over the Pacific Ocean, the U.S. Missile Defense Agency said.
The exercise was the 19th successful test in 23 attempts of the system -- known as the Aegis Ballistic Missile Defense Program -- since 2002.

A target missile was fired from Hawaii about 5:40 p.m. (11:40 p.m. ET) and was tracked by Navy ships hundreds of miles away.

The USS Hopper, one of three Navy ships tracking the launch, fired an interceptor missile, which struck the target about 100 miles above the Earth. The process -- from launch to shoot-down -- took less than five minutes, according to the U.S. military.

The United States plans to use the sea-based system on Navy Aegis-class ships to protect against incoming short- to medium-range missiles fired from hostile countries. Eighty-six of the ships eventually will have the capability.

Another part of the missile defense protection -- ground-based midcourse defense -- is designed to strike at long-range missiles.

Both the sea-based and ground-based systems are part of the Pentagon's "layered" missile defense plan.

Much of the missile defense program is still under development, including lasers fired from a plane that the military hopes would destroy an enemy missile during launch.

Other parts of the missile defense would fire short-range missiles at incoming warheads that are close to hitting their targets.
Over the past seven years, the U.S. military has spent billions of dollars on the missile defense program. Pentagon officials have said that each missile defense test costs about $85 million.

Rights groups decry Gaza 'honor killing'

JERUSALEM (CNN) -- A 27-year-old mother of five was bludgeoned to death with an iron chain by her father last week in Gaza in what human rights groups report was an honor killing.
According to police in Gaza, the father, Jawdat al-Najar, heard his daughter Fadia, who had divorced in 2005, speaking on the phone with a man. He believed she was having a relationship with him. Police say al-Najar became enraged and beat her to death; her body was brought to a hospital where officials said she died of a skull fracture.

The woman was beaten to death in the northern Gaza neighborhood of Jebalya on Thursday night. The father called police and confessed to the murder.

According to investigators for the Gaza-based Al Mezan Center for Human Rights, the father and his three sons were taken into police custody. They said the killing "was carried out on grounds related to 'preserving' the honor of the family."

The Palestinian Center for Human Rights, another Gaza-based organization, said hospital forensic reports show the woman's body showed signs of torture and that she suffered a skull fracture from being hit by an iron chain.

Honor killings usually target female victims of rape, women suspected of engaging in premarital sex, and women accused of adultery. They are murdered by relatives because the violation of a woman's chastity is viewed as an affront to the family's honor -- on the woman's part.

In a statement, Al Mezan said honor killings were murder and "cannot be lawfully justified... the leniency with which the authority treats the perpetrators of such crimes, who usually allege that they were acting to preserve the honor of the family, has contributed to the noticeable increase in honor killings."

The Palestinian Center for Human Rights said nine people have been killed in honor crimes in 2009, five of them women.

This represents a two-fold increase from 2008 in such killings. The center echoed Al Mezan's call for stiffer punishment, saying that the murderers "are often sentenced to less than three civil years of imprisonment, equivalent to 24 months of effective imprisonment."

The killing highlights fears among human rights organizations about an increasing marginalization of women's rights in Gaza under the Hamas-controlled government.

Earlier this month, a Gaza court issued an order requiring all female lawyers in Gaza to wear traditional robes and veils when appearing before the court.

The Palestinian Center for Human Rights in Gaza slammed the decision, saying the court was seeking to "undermine personal freedoms and women's rights."

Hamas, the radical Islamic movement, took over Gaza in a violent power struggle with its political rival Fatah in 2007.

The group is credited with bringing a measure of law and order to the densely populated coastal strip, but attacks on cafes, music shops and Christian churches have given rise to fears that a militant form of Islamic law could be imposed.

Maha Abu Dayyeh Shamas, the director for the Jerusalem-based Women's Center for Legal Aid and Counseling, says the deterioration of rights for Palestinian women is not just a Hamas-inspired phenomenon.
She says rights for women and children in both Gaza and the West Bank are eroding. In societies suffering from long-term military conflict, Shamas said "religion and traditions become more important" and are frequently "used to oppress" and "women are generally the first victims."

Spain on Alert for ETA's 50th Anniversary After Recent Attacks

July 30: An investigator stands beside the wreckage of a car in Palmanova, in the Balearic Island of Mallorca.

PALMA DE MALLORCA, Balearic Islands — Spain's security forces were on maximum alert Friday for the 50th anniversary of the armed Basque group ETA, blamed for bombings that killed two police officers and injured scores of people this week.

ETA was founded on July 31, 1959, and has killed more than 825 people since beginning its violent campaign for an independent Basque state in 1968.

Authorities blame ETA for two attacks this week — an explosion that killed two officers near a police barracks on Mallorca island Thursday and a car bomb that injured more than 60 people in the northern city of Burgos on Wednesday.

If confirmed as ETA attacks, the blasts would conflict with government assertions that the group is seriously weakened after major police crackdowns in Spain and France in recent years. Their timing, two days before the milestone anniversary, may be part of an ETA effort to demonstrate it is in no danger of breaking up.

"The government has given orders to the security forces to be on maximum alert, to double their work, to increase even more their efforts and to protect themselves from these vile murderers," Prime Minister Jose Luis Rodriguez Zapatero said late Thursday.

ETA is now blamed for nine attacks this year.

Authorities planned Friday to attend a funeral Mass on Mallorca for the two officers killed Thursday, who belonged to the paramilitary Civil Guard in charge of policing rural areas and guarding official buildings.

Several people were also injured lightly in Thursday's bombing in the Palmanova beach resort area, southwest of the island's capital, Palma de Mallorca.

The explosion, caused by a bomb attached to the underneath of a vehicle, occurred at the height of the summer holiday season for the Mediterranean island resort, which is one of Europe's main tourist destinations.

Television images showed the charred and mangled remains of a vehicle parked near the police barracks. Officials shut down the island's airports and ports for several hours while police searched for bombing suspects.

Police believe the attack was carried out by an ETA cell that came to the island specifically to carry it out and was not based there, Interior Ministry official Ramon Socias said.
The attack Wednesday morning on the Spanish mainland also targeted a police compound and surrounding buildings, in which around 120 people including dozens of children were at the time of the blast. More than 60 people were reported injured.

There were no warning calls before the two attacks, for which no group has claimed responsibility.

Zapatero said the attacks were staged as Spanish police in collaboration with French counterparts were hitting ETA hard "dismantling its organization, thwarting its action, identifying its members and detaining them more rapidly each time and in greater numbers."

Spain has vowed to crush the separatist group since ETA ended what it had said was a permanent cease-fire with a 2006 bombing that destroyed a Madrid airport parking garage and killed two people.

Israel defends Gaza war

Israel repeated claims that its use of white phosphorus was legal [AFP]

The Israeli government has said that its war on the Gaza Strip earlier this year, that left up to 1,417 Palestinians dead, was "necessary and proportionate".

The government also said on Thursday that it was investigating about 100 complaints of misconduct by its forces during the three week war that began on December 27.

"Israel had both a right and an obligation to take military action against Hamas in Gaza to stop Hamas's almost incessant rocket and mortar attacks," the report published by the foreign ministry said.

The 163-page document was published ahead of a UN war crimes investigation that is due to be published in August and in the wake of accusations from human rights groups that Israeli forces committed war crimes and violated international law during the war.

'Deliberate use of force'

Al Jazeera's Sherine Tadros, reporting from Jerusalem, said many see the report as a pre-emptive strike to defend the much criticised war.

She said that the report follows testimonies from witnesses and human rights organisations about soldiers' conduct during the offensive.
"What we've seen in the past few months since the end of the war are various human rights reports from Amnesty International, the United Nations, Human Rights Watch, as well as testimonies coming out from army soldiers themselves," Tadros said.

"What really ties all of these reports together is the idea that there was no proportionality and a deliberate use of force against the civilian population in Gaza."

Palestinian officials say 1,417 Palestinians, including 926 civilians, were killed during the 22-day assault which ended in January.

Israel says that the number killed was considerably lower, and that only 295 of the dead were civilians. Ten Israeli soldiers were killed in the fighting, while three Israeli civilians were killed in rocket attacks.

The report details steps that the Israeli military says were taken to minimise civilian casualties in Gaza, while claiming that some such casualties were inevitable because Hamas fighters took up positions in crowded neighbourhoods.

It cited the 2.5 million leaflets dropped on the territory and 165,000 phone calls to civilians warning them to leave targeted areas as evidence of the military's efforts.

The report said international law is violated only "when there is an intention to target civilians," and Israel denied it had such an intention.

"Under international law, Israel had every right to use military force to defend its civilians," the report said.

Independent inquiry urged

John Ging, the head of the United Nations Relief and Works Agency in Gaza, welcomed the Israeli report as an "acknowledgment that an investigation has to be done into what happened" during the conflict.

But he told Al Jazeera that the process has taken "far too long" and added that "what we actually need is an independent investigation that is credible for both sides".

"The litmus test is that [any investigation] has to be credible to both sides. As is well documented, both sides have certain concerns and they have to be addressed.

"We have to see the rule of international law applied and upheld, even-handedly, with the confidence of both populations."

The report also defended Israel's controversial use of the chemical agent white phophorus in the conflict, saying its use was in accordance with Israeli law.

The Israeli army "used munitions containing white phosphorus" in Gaza, the government report said, but denied firing such weapons inside populated areas.

International law permits the use of white phosphorus - which can cause severe burns - as an "obscurant" to cover troop movements and prevent enemies from using certain guided weapons.

Afghan civilian deaths increase

VIDEO CLICK HERE.

The number of civilians killed in the conflict in Afghanistan so far this year has risen 24% compared with the same period last year, the UN says.

More than 1,000 people were killed in the first six months of 2009, according to a UN report.

The UN blamed insurgents for using increasingly deadly modes of attack. It also said air strikes by government-allied forces were responsible.

There has been widespread concern in Afghanistan about civilian death tolls.

In June the US military called for better training in an effort to reduce the numbers of civilian deaths.

Gen Stanley McChrystal, the new commander of US and Nato-led troops in Afghanistan, said civilian casualties were "deeply concerning" and something he "would love to say we'd get to zero".

"We're trying to build into the culture of our force tremendous sensitivity that everything they may do must be balanced against the possibility of hurting anyone," he said in an interview with the BBC.

The Taliban also issued a new code of conduct earlier this week which says fighters should minimise civilian casualties.

But the UN warned more civilians may be killed in the coming weeks as militants fight back against a major offensive by US forces ahead of key elections next month.

Civilian targets

The report, by the UN Assistance Mission in Afghanistan (Unama), says insurgents were responsible for more deaths than government-allied forces.

But it also notes that two-thirds of the deaths caused by government-allied forces came in air strikes.

The rising death toll was partly due to the fact that militants were deliberately basing themselves in residential districts, the report's authors concluded.

The increasingly sophisticated tactics used by insurgents were also highlighted.

There has been a particular rise in co-ordinated attacks, the report says - using suicide bombers and explosives to target government offices.

In those attacks, civilians were always singled out and killed.

In the most recent of these attacks, gunmen and suicide bombers targeted Gardez and Jalalabad in eastern Afghanistan, killing five people.

Presidential elections

The report also noted that militants increasingly bombed the cars of civilians who work with government or international troops.

Shops selling music and goods deemed to be "immoral" have also been increasingly targeted.

Civilian deaths rose every month this year compared with 2008, except for February. May was cited as the deadliest month, with 261 civilians killed.

The BBC's David Loyn, in Kabul, says that even the large increase recorded by the UN is likely to be an underestimate, as many deaths are not counted.

The importance of the report lies in the upward trend, our correspondent says.

This is the third year the UN has counted civilian deaths and the numbers have risen each year.

Elections are due to take place amid tight security on 20 August, when President Hamid Karzai is hoping to secure a second term.

However, in the past week alone there have been two attacks on Afghan election campaigns.

On Tuesday a campaign manager for presidential candidate Abdullah Abdullah was wounded when his vehicle was attacked in Laghman province.

Two days earlier there was an assassination attempt on Mohammed Qasim Fahim, a running mate of Mr Karzai.

OFFICIAL STATEMENT OF THE TANDZIM AL QO'IDAH OF INDONESIA

REGARDING THE AMALIYAT JIHADIYAH ISTISYHADIYAH

IN HOTEL JW. MARRIOT JAKARTA

This is an official statement from the Tandzim Al Qo'idah of Indonesia, to the Islamic ummah regarding the Amaliyat Jihadiyah Istisyhadiyah in the Hotel JW. MARRIOT Jakarta, on Friday morning, the 17th of July 2009 AD/24th Rejab 1430 H which was carried out by one of the ikhwah Mujahideen against the “American KADIN (association of businessmen and industrialists)" in the Hotel mentioned.

Indeed, the execution of the Amaliyat Istisyhadiyah is now complete with the favour and karomah from Allah SWT after performing a serious survey and indepth surveillance on the kafirs beforehand.

And very true are the words of Allah:

"It is not ye who slew them; it was Allah: when thou threwest (a handful of dust), it was not thy act, but Allah's: in order that He might test the Believers by a gracious trial from Himself: for Allah is He Who heareth and knoweth (all things)." (QS. Al Anfal : 17)

This is also fitting with the words of Allah Ta'ala :

قَـٰتِلُوهُمۡ يُعَذِّبۡهُمُ ٱللَّهُ بِأَيۡدِيڪُمۡ وَيُخۡزِهِمۡ وَيَنصُرۡكُمۡ عَلَيۡهِمۡ وَيَشۡفِ صُدُورَ قَوۡمٍ۬ مُّؤۡمِنِينَ (سورة التوبة : 14).

"Fight them, and Allah will punish them by your hands, cover them with shame, help you (to victory) over them, heal the breasts of Believers," (QS. Attaubah: 14)

So that the ummah knows that indeed America, particularly those who assembled in the meeting, are the leaders of a gang of businessmen and intelligence in the economic sector of America. And they have a big interest in scouring the wealth of Indonesia and the financing of the kafir (American) forces who are fighting Islam and the Muslims. And we will bring forward glad tidings to you O Islamic ummah, bi idznillahi Ta'ala by releasing video clips from this Amaliyat Istisyhadiyah soon, insha Allah.

And we name this Amaliyat Istisyhadiyah, "SARIYAH DR. AZHARI".

We are putting our optimism (Husnu Dhon) to Allah that He will help us and He will help the Muslims in the coming days.

OFFICIAL STATEMENT FROM TANDZIM AL QO'IDAH INDONESIA

IN HOTEL RITZ CALRTON JAKARTA

This is an official statement from the Tandzim Al Qo'idah of Indonesia to the Islamic ummah regarding the Amaliyat Jihadiyah Istisyhadiyah in the Hotel Ritz Calrton Jakarta, Friday morning, the 17th of July 2009 AD/24th Rejab 1430 H which was carried out by one of the ikhwah Mujahideen against the accomplices of America who were visiting the Hotel.

Indeed, Allah has given us ways to attack the grandest Hotel owned by America in the capital city of Indonesia, Jakarta, namely Ritz Calrton. Where the security and guards are so tight to ever allow attacks the way we do it this time.

"And (the unbelievers) plotted and planned, and Allah too planned, and the best of planners is Allah." (QS. Ali Imron : 54)

Whereas, the goals that we want from this amaliyat (actions) are:

1. As a Qishoh (retaliation in kind) for the deeds of America and its accomplices against our brothers and sisters, the Muslimeen and Mujahideen in every part of the world.

2. To destroy their power in this country, where they have become thieves and plunderers of the Muslims’ wealth in this country.

3. To expel them from the lands of the Muslims, especially Indonesia.

4. As a lesson for the Islamic ummah about the reality of Wala' (Loyalty) and Baro' (Enmity), especially upon the arrival of the MANCHESTER UNITED (MU) football club to the Hotel. The players are from amongst the Crusaders, so it is not appropriate for the ummat to give their Wala' and honour to the enemies of Allah.

5. This Amaliyat Istisyhadiyah is as a soother and healer for the hearts of the Muslims who are oppressed and persecuted all over the world.

Lastly….. indeed, this Amaliyat Jihadiyah will become a motivator of the spirit for the ummah and rekindle the duty of Jihad which becomes the one and only way to re-establish the Khilafah Rashidah, bi idznillah.

And we give this Amaliyat Jihadiyah the name: "SARIYAH JABIR"
