Verily We sent Our Apostles with Clear Signs, and sent down with them the Book and the balance that men may conduct themselves with equity; And We brought forth iron wherein is mighty power (in matters of war), as well as many benefits for mankind, that Allah may know who helps Him and His messengers in the secret; surely Allah is Strong, Mighty.

Maulana Wali-ur-Rahman (may Allah Protect him)

All Praise is for Allah and may peace and blessings be upon the Messenger of Allah. To proceed...
I seek refuge in Allah from Shaytaan, the outcast.
In the Name of Allah, Most Compassionate, Most Merciful

And fear Allah through Whom you demand (your mutual rights), and (do not cut the relations of) the wombs (kinship). Surely, Allah is Ever an All-Watcher over you.
[An-Nisa: 1]

On the martyrdom of respected commander, Baitullah Mehsud, may Allah have Mercy on him, we express our sympathy to our and Ummah's sympathizers and the Muslims. But according to the edicts of 'Jihad continues until the Day of Resurrection,' this Jihad will persist. In case of any great affliction, we are never inclined to relinquish [this Jihad]. May Allah, Exalted is He, give us the Tawfeeq to make His Deen and His Kalimah eminent. The way we made it prevalent during his lifetime, may He give us Guidance to increase this struggle.

After the martyrdom of the Emir, members of the Shu'ra have selected me as the Emir of Mehsud's Tribe's Mujahideen and from our responsibilities, one is why are we fighting this war against Pakistan? Respected Emir of Tehreek-e-Taliban Pakistan, Hakimullah, will shed some light on the reason. So I give the invitation to respected Emir Hakimullah that he expresses his thoughts on this issue.

And I created not the jinn and mankind except that they should worship Me (Alone).
[Adh-Dhariyat: 56]

Honorable listeners,
The purpose of mankind has been described by Allah, Splendid is His Majesty, in the Qur'an:

And I created not the jinn and mankind except that they should worship Me (Alone).
[Adh-Dhariyat: 56]

And for this work, Allah, the Most Pure, sent the Prophets (salutations and blessings be upon them) whose purpose was to bring mankind to this straight path. On Allah's lands, establishing Khilafah is mankind's responsibility. For this responsibility, Allah, the Most Pure, sent Muhammad, the Arab, (peace and blessings be upon him) as a medium of Hidayah (Guidance) for the world.

To him (peace and blessings be upon him), Allah, Splendid is His Majesty, gave the Qur'an. Qur'an is that Book which is uncertain and suspicious only to a kaffir. In the Qur'an, Allah, Splendid is His Majesty, says to the Prophet (salutations and blessings be upon him):

O Prophet! Urge the believers to fight.
[Al-Anfal: 65]

He (peace and blessings be upon him) urged the believers to Qital (fight) and gave the invitation to Qital. In this series of invitations, he (peace and blessings be upon him) fought in battles himself where his teeth also broke, and in many battles his Companions presented sacrifices. The purpose of those sacrifices was to elongate Allah's Hukm. Because Allah, Splendid is His Majesty, says:

Fighting is ordained for you.
[Al-Baqarah: 165]

Likewise Allah, Lord of the Universe, has said:

Fasting is ordained for you.
[Al-Baqarah: 183]


So in the same way Allah has prescribed fasting, He, Splendid is His Majesty, has prescribed Qital for Mu'mineen and Muslims. So the Companions presented many sacrifices, the purpose of which was to extend Allah's Hukm.

My dear brothers,
Jihad becomes an obligation on Muslims due to a few reasons. Respected Ulema has a united fatwa that if a 1-meter land comes under the dominion of kuffar, then Jihad becomes a fard-al-'ayn on Muslims. In today's times, 1-meter land is far off; instead the entire Muslim Ummah is under the control of kuffar. Afghanistan, Kashmir, Iraq, Palestine, Chechnya: Muslims' women, children, elderly, and youth are confined in kuffar's prisons.

Dr. Afia Siddique, our Muslim sister, is shackled in America's prisons, imprisoned by the kuffar. In this regard, if we seek a fatwa from the Ulema, then the Ulema-e-Haq will certainly give a fatwa involving Jihad.

Honorable listeners,
It is being conceived today that we are Taliban/country's enemies and outsider's agents. But in no way is this the reality. We are not the country's enemies and outsider's agents. We are children of this Pakistani nation. Pakistani nation is with us and we are with them. History testifies to the fact that tribes like us have presented sacrifices for Pakistan and Azad Kashmir. Today, we are labeled as foreigners and agents, but this is not true on any account. Moreover, Waziristan and Swat, Bajaur, Mehmund, Aurakzai, Dara Adamkhel, Jamia Hafsa, and Lal Masjid are razed by the army on American signal and this is referred to as the 'safeguarding' of the country.

But when, maintaining Allah's Akhamaat, we preserve and present our lives and wealth, protect our Ulema,... alas! we are referred to as 'foreigners.' We appeal the intellectual people of Pakistan that they come and sit among us, and decide in front of Pakistani nation that who is the agent of outsiders? Us or the Pakistani government? Now I return to addressing the Pakistani army; why do we fight them? Regarding Pakistani army, majority of the people have uncertainties but Allah, Lord of the Universe, says in the Glorious Qur'an:

Allah, Splendid is His Majesty, instructs the Muslims:

O ye who believe! Take not the Jews and the Christians for your friends and protectors: They are but friends and protectors to each other. And he amongst you that turns to them (for friendship) is of them. Verily Allah guideth not a people unjust.
[Al-Mai'dah: 51]

In the war against Pakistani army, we have two aims for it. First is to end its support of America; to abdicate the contracts with America. Second is to bring a Shari'ah system inside Pakistan. These are our objectives. We are not the enemies of Pakistan and Pakistani nation. Instead we are enemies of this current kufr, democratic system that has been subdued on us. This system is unjust and despotic. This unethical and tyrannical setup is a kufr system irrelevant to Shari'ah. It is the same system, under whose shadow, Dr. Afia Siddique was sold to America in exchange for dollars. It is the same system whose disbeliever is held in contempt regardless of him being a respectable Pakistani citizen.

An example is Dr. Abdul Qadeer. His crime was the creations of atomic bomb and missiles in order to defend an Islamic country. After disgracing and sending him in prison, it was referred to as safeguarding the nation's interests. Keep in mind that this is not in the nation's interests: it is being done to please America. If we ask the Pakistani nation: who is the honorable citizen of the country? Musharraf or Dr. Abdul Qadeer? Zardari or Dr. Abdul Qadeer? The entire nation will indeed respond that Dr. Abdul Qadeer is the honorable citizen of the country. So why is such a person debased and scandalized?

It is the same system that disregarded any diplomatic courtesy while degrading Mullah Abdul Salaam Zaeef and handing him over to America. So the guardians of this system, army institutions, police, militia, and any protector who guards it; we will fight against them until a just system is established in Pakistan Insha'Allah.

If the government of Pakistan abandons the contracts with America and announces a Share'e system in Pakistan, then we will no longer be its enemy. Instead, we will approach India's border and fight against that Hindu who shed the blood of Hyderabad and Kashmir's Mujahideen and Muslims. Our slogan is the similar slogan of our previous leaders; our slogan is the same slogan under which previous Pakistani Ulema have been martyred; that 'What is the meaning of Pakistan? There is no god except Allah.'

We wish for Pakistan to flourish on its true foundation. To carry out this dialogue, we wish to eradicate Pakistan's current democratic, kufr system that has been set over us.

I invite the respected Emir of Mehsud's Tribe's Mujahideen, Maulana Wali-ur-Rahman, to remove the doubts and suspicious of people on this current system.

All Praise is for Allah and may peace and blessings be upon the Messenger of Allah. To proceed...

I seek refuge in Allah from Shaytaan, the outcast.
In the Name of Allah, Most Compassionate, Most Merciful

And if you obey most of those in the earth, they will lead you astray from Allah's way.

[Al-'Anaam: 116]

And the Messenger of Allah (peace and blessings be upon him) said,

Each one of your is shepherd. And each one of you will be asked about your flock.

Respected Emir of Tehreek-e-Taliban Pakistan, Hakimullah Mehsud, explained in detail the reasons of our war against Pakistani establishments, Pakistani army, Pakistani rulers. He answered the questions: What are our reasons of fighting them? What are our objectives? Now, the question remains about the current system of government, which is democratic. There can be greater explanations of this issue. But shortly, here I put forth a few points without explanations to you; that for any system to be Islamic, there are two conditions:

First: The ruler must be a Muslim, which is an indispensable element.

Second: A system of Shari'ah should be implemented.

Hence, for any system to be Islamic, these two conditions are to be followed: that the Khalifah should be a Muslim and Shari'ah should be implemented.

Now, you can tell me if the present rulers are Muslims or not. It is obvious that Musharraf, Zardari, and Kayani sold numerous innocent Arab Muslims and Pakistani men, women, and children to America. After they have adapted kufr laws, how can they be Muslims? They are most loyal in their friendship with the kuffar, and are the perpetrators for the murders of thousands of Muslims. Therefore, we cannot call them Muslims.

The second part is the system's requirement to be Islamic. There are no dissensions on this topic. All religious parties and even our brothers who are part of this democratic system have a concord that the current democratic system is not Islamic. If it is not Islamic, then obviously it is a kufr regime. Even though many people hesitate to call this a 'kufr' system, it is apparent that if it is not an Islamic system, and this is agreed by everyone, then it becomes manifest that this system is given by the English. Today in Pakistan, there is no Shari'ah's establishment rather there is a system dispensed by English. This governmental system is democratic, which is Shirk in its entirety. Secondly, family and man-made laws are enforced in this land which, by any means, cannot be considered Islamic.

The third part is usury (Riba/interest) which is equivalent to war against Allah and His Messenger. Allah has declared this as a war against Him and His Messenger. So this is Pakistan's subsistence: a livelihood that is based upon usury and on its already-kufr system. Therefore, we cannot regard it as Islamic by any means.

Here, I would specially like to mention a bill that was passed under the name of Family Rights few ages ago. Ulema were in united agreement that this bill was un-Islamic, kufr, and self-made.

In this course, I would like to state that Islam is a system; a complete way of life, and democracy in contrast to it is a man-made system. So we have two laws: first is Allah's law, which we interpret as Shari'ah; and second law is constructed by human mind and thoughts known as democracy, where laws are made and erased by humans themselves. Whereas the ordinance given by Allah is Shari'ah, which cannot be changed or altered in any way. Regarding democracy, I recited a verse in front of you.

Allah says:

And if you obey most of those in the earth, they will lead you astray from Allah's way. They follow but conjecture and they only lie.

[Al-'Anaam: 116]

So here, Allah has explicitly negated democracy. It is not possible that we follow the trail of the majority. This cannot happen.

In this series, numerous Ulema of the subcontinent have given fatwas which includes Maulana Ashraf Ali Thanvi, Maulana Yusuf Ludhianwi (may Allah have Mercy on him), Maulana Ataullah Shah Bukhari, Abdul Rahman Kilani, etc. And numerous prestigious scholars have given fatwa that democracy is against Islam. So there is no doubt that democracy is a separate system that collides with Islam. It is a strange 'Islamic democracy' where America appeals the Mujahideen to join, sometimes in Afghanistan, sometimes in Pakistan, and Somalia, and sometimes in Palestine, and Iraq.

Our invitation is a call towards no one except Allah, and we wish to enforce a Shari'ah system here so that the Hukm of Allah Alone is authorized in Pakistan. It shouldn't happen that one man gets up, and then there's an assembly that creates a law. A second assembly arrives and then abrogates the same law. Like in Europe and London etc., until that the homosexual laws are passed saying that a man can fulfill his desires from another man.

So in this democratic system, there is a complete freedom and shamefulness, and it has always been clashing with Islam and unity can never be brought.

Allah says:

And fight them until there is no more Fitnah and the religion will all be for Allah Alone.
[Al-Anfal: 39]

So we will interpret 'Fitnah' as the creation of a system through human mind, which can never amalgamate with Shari'ah and Allah's Deen.

In this course, many brothers will also state that we should lay down our weapons and join them in their journey of democracy, whereas we consider it as kufr. Joining their hands in kufr and then confronting it is something that can never happen. Instead, remaining outside kufr and then confronting it can only lead to its abolishment. We cannot become a part of this kufr and then try to confront it because as I said before:

Allah stated:

And fight them until there is no more Fitnah.
[Al-Anfal: 39]

and Prophet Muhammad said:

I have been ordered to fight people until they say Laa Ilaha Illa Allah.

So the kuffar, Jews and Christians are our enemies. Accepting their system, living in it, and then confronting it can never happen. The only singular pathway which remains requires that we arise, perceive the religious concern of honor bound to defend, and sense Islamic fervor and fight them until this Fitnah ends.

Now I come to the matter, what do we want to bring in as a replacement by crushing democracy?

Allah says in another occasion:

(They are) those who, if We give them power in the land, (they) enjoin Salat, pay the Zakat and enjoin good, and forbid evil.
[Al-Hajj: 41]

This Islamic authority has been described by these foundational objectives of Shari’ah that if Khilafah is given to someone then what will be his responsibilities? Amongst them, the top-most are the establishment of Salat and Zakat and every obligatory ruling and law of Islam is to be implemented. These are the basic objectives of Shari’ah. He [who is given Khilafah] enjoins Al-Ma'ruf and forbids Al-Munkar, preserves the Islamic teachings, and performs Jihad against the kuffar, collects Jizya, and implements Shari'i rulings upon Muslims - which comes under forbidding Al-Munkar.

In summary, it is obligatory on ourselves to abide by Shari’ah and also adhere others to it by enjoining good and forbidding evil. According to Shari’ah, it is also necessary to reform, revive, and train the Muslims.

In an Islamic government, there is salvation from things such as the police of English system, complicated court systems, law-courts, and offices - what is interpreted as 'Law and Order' in today's times.

In Shari’ah, there are Ulema and Qazis, and it is not something extraordinary that in today’s times Emir-ul-Mumineen Muhammad Omar Mujahid (may Allah Protect him) has accomplished this in his rule which is an example for the whole world.

In our country, when the Swat Mujahideen established a similar system, it couldn't be digested by these flagitious people and they plotted against them, defamed them on the media, and began an army operation against them. Had it not been the Will of Allah, we wouldn't have believed that we could ever have an example like this. They have given a lot of sacrifices as did every tribe and Pakistani nation.

Ours is an objective that cannot be forsaken, therefore we say and appeal to every brother who lives in Pakistan or a brother in any corner of the world not to look at the region's high-minded and faithful Muslims as the way the world and the media looks at us: that we are 'terrorists,' this-and-that. Instead these people are enlightened by the teachings of Prophet Muhammad (peace and blessings be upon him), who sacrificed their body, fortunes, and soul for the sake of Allah's Deen.

Insha'Allah history will illustrate that these people are not terrorists, but Islamic heroes. History will note that these people are Islam's devotees and Islam's martyrs. In history, they will be written as heroes, not terrorists. And their opponents - Pakistani army, institutions - who call themselves 'Muslims' - will be noted as traitors and agents of others in history. Insha'Allah history will affirm this. And on every cost, we will defend our integrity and dignity, and maintain Islamic honor bound.

For the implementation of Islamic Shari'ah in Pakistan, we will maintain our struggle on every brink until our breath escapes Insha'Allah. Until the last drop of blood escapes, we will continue this struggle. Our manifesto will be to bring an Islamic system in Pakistan and grant relief to the people of this democracy, from which they are utterly sick of, Insha'Allah.


And this is not beyond the capability of Allah.
